All HRS are allowed to promote. When you get hr, you get a code with it. Use that promo code to promote others.

All HR's are allowed to have one HRA, but they can have more if i allow it.

HR's (unless owner or co owner) cannot promote non hrs, to hrs. Or promote hrs.
They can promote anyone agent I and up to hra...
